You can find copper in Caldos, Inti-Coast, Dune, Gunnar, Sol, Gold Rush, Beorn, Lormuth, Rocksmore Ravine and Iron Valley.
There have been several temporary lands that have also had items on them that give copper including the desert land of every maze event.
If you have cleared all the lands to 100% or made sure you took all the valuable resources from these lands you should have a decent amount of copper in storage. If you don't then your only options are to wait for additional copper in the game or check with your neighbors to see if they are offering it in the traders.
